TBH I think it's hard to overstate the gap between the assumed guard rails and reality.

I live in a red congressional district with a lot of Title I schools. The voters here probably don’t have a clue about USAID. They may not even know who to blame when the DOE cuts hit them. The administration is taking advantage of a lack of civic education and isolationist mindsets.
