Congress appropriated the money for transportation projects. If Congress wanted to tie it to immigration for some reason they could have, but they didn’t. A Transportation Secretary is not Congress.

Cruelty is the point. He wants Zelensky to grovel for US support.
Stopping intelligence sharing with Ukraine after the WH was teasing a minerals deal announcement during the joint address last night is pointless and cruel.

Ukraine and the US both agree on the negotiation terms. A pause incentivizes Russia to be more aggressive, not seek peace.
