I posit that of instead of spending bucketloads to hit Wilson's 1500 shelter bed target, Portland could probably take a greater chunk out of homelessness if we just gave the money to people.

Maybe we should pilot it, test the hypothesis.

I just pulled the numbers from the December City Administrator Report.

Looks like the 33rd death (87 year old pedestrian) of 2025 was added to the Vision Zero Dashboard - scroll down to the "Crash statistics" visualization here.

Here's where Councilor Kanal brought up qualified immunity and reform of LESC processes. He also brought up qualified immunity at the federal level.

Not seeing any reference to absolute immunity, although the word "absolutely" appears often in the transcript.

Councilor Kanal mentioned a work session on the legislative agenda where absolute immunity was discussed, that multiple advisory groups to Council have recommended the city take a stand on the issue at the state level, and he wants the Office of Government Relations to lobby to eliminate it.

Here is Councilor Kanal talking about the issue of absolute immunity for prosecutors.

One topic that came up is that, the [yes, corrupt] deputy district attorneys who prosecuted the case were dismissed due to absolute immunity so the City of Portland would have been at risk of taking all the blame from a jury had it gone to trial.

Ah, from the FAQ:

"information pertaining to active or pending litigation is protected; however, information regarding vendor payments of closed cases is not protected . . . if someone is interested in City Attorney vendor payments, they will need to contact that office directly for assistance."

So it looks like, for each of the 5 fiscal years available in the checkbook, a Bureau Search for the City Attorney's office results in a list of that shows the vendor as OFFICE OF THE CITY ATTORNEY.

Even the Mayor's office is more transparent than that!
