Ah, from the FAQ:

"information pertaining to active or pending litigation is protected; however, information regarding vendor payments of closed cases is not protected . . . if someone is interested in City Attorney vendor payments, they will need to contact that office directly for assistance."
November 28, 2025 at 10:35 PM
This might be why we can't find Barran Liebman in the checkbook - looks like the City Attorney's Office lists all vendors as OFFICE OF THE CITY ATTORNEY.

Awesome!

Here's the same data with another section added showing the percentage of total deaths for people using each of the transportation modes involved in the fatal crashes.

Good: crash deaths are down.

Bad: it's getting safer to be in a car and less safe to be a pedestrian when there's a fatal crash.

From the March 6, 2020 Retirement Workshop for FPDR Two Members presentation - 27 Pay Date Estimated Pension for Workshop Example.

I'm still wondering how we got here, but it could not have been anyone's intention to equate 378 days with "1 year."

Okay, so the 27 pay date loophole is only available to represented employees.

For PPB, that would be police officers and sergeants, who are represented by PPA, and lieutenants, who are represented by PPCOA.

I wonder if PPB people above lieutenant rank ever ask to be demoted prior to retirement.

From the FPDR FY 2025-26 Requested Budget, it looks like they're projecting mid-2030s as the time when that FPDR 1 & 2 bar starts to decrease while the purple PERS bar continues to increase.

Reminder: The city picks up FPDR members' PERS contributions.

This chart from slide 16 (it's in the Board Materials PDF) shows both FPDR 1 & 2 payments continuing to increase along with PERS contributions increasing for those hired after 2006.

At some point, the FPDR 1 & 2 amounts will start to decrease.

Okay, so all new pay types get new pay codes. Thanks to Trustee MacLowry asking about that. Still not clear what a pay type is, but maybe it's this whole premium pay business.

Here are the current members of the board - no bios or statements of intent are included.

Also of note - they implemented 5 new "pay types" (4 for PPB, 1 for Fire) - not sure what that means - I don't think it is the same as "pay classification" or "pay grade" and it doesn't show up on the City's website.

And they're seeing more DROs, or pension divisions during divorce proceedings.

From page 44 of the combined FPDR meeting materials for the November 18, 2025 Board Meeting.

Not sure there's a whole lot that is fiscally responsible about the pay-as-you go [mostly] pension system for police and firefighters whose careers in Portland started prior to 2007.

PCCEP "works to ensure community input into police directive review and other policy issues, and reviews the Portland Police Bureau's community engagement effort, racial equity plan, and more."

Here are the statements of interest and bios of all of Portland Police Bureau's patrol officers.

The parties believed that it might take up to FIVE years for the City of Portland to comply with all the provisions of the agreement.

The case is still going ... more than 11 years later.

"IPR staff will have preference in hiring for employment at the Office of Community-based Police Accountability."

From page 51 of the PAC's Final Recommendations and Report.

"The Director will hire and manage all other professional staff of the Office of Community-based Police Accountability."
