If you want to bring down the benefits bill you can:

Put up minimum wage so no one needs to claim in work benefits.

Cap rents to bring down housing benefits.

Invest in the NHS to get people the treatment they need to get well.

Well I'd call plunging the 50,000 children living in disabled households that are about to be plunged into poverty by the welfare 'reforms' pretty ambitious.

BIG numbers for one measure.

Who knows what else they have planned as part of their strategy to increase child poverty.

This year the UK Govt say they will publish an 'ambitious' cross-government child poverty strategy

Any respectable child poverty strategy must include action on social security including to abolish the two-child limit and introduce a protected minimum amount of support to UC 5/5

I think it unlikely that this will happen in any kind of 'formal' sense. But in an informal one? Where Scotland is de facto lease-lent to the US in exchange for some kind of free trade deal and financial support to Westminster (from the inexhaustible US deficit), yes, it absolutely could.
