I can say as a former Navy ship driver, yes it's unfathomable. The whole program of using our Navy this way is warped and detestable. The command is under special forces, hopefully not the surface warfare guys. Utterly demoralizing to see the command give or take orders to shoot survivors at sea.

It is unfathomable that the USG lawyers would sign off on a no-survivors boat strike (no get of jail free card).
