I'm just a simple country public administration professor so maybe smarter people than me can explain if these options can't work and if others are better, but there is no strategy that involves waiting for something bigger than right now.

Exactly! The president can't summarily freeze all appropriated funds for an entire agency and then decide to spend it however they like. If you want to change priorities in foreign aid, propose a new budget to congress, hold hearings, and pass funding bills.
I am begging the media covering the federal government to recognize that a "temporary pause/stop-work order" 1) may not be completely legal and 2) can catalyze major, lasting damage.

I never expected to have to write my staff in Haiti, Kenya, Indonesia, and many other countries to warn them that their USAID-funded positions are at risk due to a stop work order on foreign aid from the Trump Administration. This is heartbreaking. They do so much good.
