This happened with Fife Council at the last election… Tories, Labour and gLib Dems joined forces to keep the majority - SNP - out of the driving seat.
In many Scottish Councils the SNP are the largest single party, however in many instances the unionist parties have formed alliances to block SNP control. Unionist policies fail our nation each and every day.
