Just because we're poor doesn't mean we're lazy. The cycle of poverty is hard to break. Lack of transportation is a huge barrier. Not everyone has the ability to pull themselves up by their bootstraps. It takes a village.

Arkansas and Georgia both imposed job requirements for Medicaid recipients. Advocates said the programs added red tape and administrative costs.
