the “lawless decision” here is “the president does not have the power of the purse and cannot unilaterally cut or dismantle agencies established by congress”
i just think if you're going to found a website called "the federalist" you should have to have at least a tiny understanding of what the federalist papers (like, say, 78) have to say about things
