In many ways the administrative bureaucratic state emerged directly and indirectly in order to manage wars more efficiently, from rationalizing logistics to capturing more tax revenue and debt to fund them.

That bureaucracy isn't exclusive to liberal states, but liberalism is more conducive to it.
A certain kinda person really thinks macho vibes are what make for military success, and so thinks liberal states are bad at war. But rationalised logistics and immense productive capacity are actually very good at winning wars and liberal capitalist societies can martial those well and quickly.
