What is happening at Goddard is absolutely devastating. We are losing history. We are losing an incredible amount of human talent, skill, and knowledge. Rebuilding it will be impossible same for same. Industry can not absorb the people or the equipment. This is undoing space science in the US.

Lueders was scrambling around changing the requirements to suit SpaceX and SpaceX was doing "what they believed to be the best design". That is not a normal procurement process. That is a goal oriented clown show.
Shotwell and Lueders also refereed disputes between technical teams at SpaceX and NASA. Shotwell managed the Dragon team, led initially by Steve Davis and, later, David Giger. As Giger, Couluris, and others argued for leniency on a particular requirement, Shotwell would make SpaceX’s case to Lueders if she felt it was just. Back at NASA, Lueders had her own disagreements with “requirement owners” at the agency. She earned credibility with SpaceX by asking tough questions of her own people. Shotwell came to trust her NASA counterpart and would tell the Dragon team that they had to “do this for Kathy,” knowing how hard Lueders was fighting the traditional space culture in Houston.

And the kids did the dumbest thing ever. They started building stuff without knowing what it was supposed to conform to! And it led to a multitude of reworks. And they generated Godlike documentation, in the sense that there's no God, and no documentation alike.
In the spring of 2010, SpaceX finally hired someone to deal directly with requirements. Abhi Tripathi had been a civil servant at NASA, working on the Constellation Program intended to return humans to the Moon. Several hundred people worked at NASA to make sure Constellation’s rockets, spacecraft, and landers met the agency’s requirements. But at SpaceX no one had been tasked specifically to understand and coordinate requirements for Dragon. This part of aerospace engineering fell into the category of “systems engineering,” a job title explicitly disallowed at SpaceX by Musk. “During my orientation I discovered someone else was there who had been hired to do the same job as me,” Tripathi said. “We were both hired the same day, for the same job. Do you want to know why? It’s because they figured that one of us would quit, or be fired, after about a month.” Tripathi did not quit. Instead he dug in, meeting with the people building various parts of the spacecraft. About a third of the engineers designing and building Dragon knew about the requirements and had done their best to meet them. But two-thirds of the engineers had not and simply worked on what they believed to be the best design. So when Dragon engineers saw Tripathi coming down the line, they were not well pleased. It meant more work. NASA was equally wary. The agency’s engineers were accustomed to receiving hundreds of pages of documentation from contractors to verify a spacecraft met a particular requirement. At SpaceX, an engineer might provide Tripathi with a screenshot of the design for a part, and perhaps half a page of text. “At the beginning I don’t think we had a lot of respect for what NASA wanted, and what we were doing did not inspire a lot of confidence from NASA,” he said. “Eventually we ran out of goodwill. I had to vouch to Kathy that we would not submit ‘crap’ any more. I literally used that word.”
