Heute vor 31 Jahren wurde das Budapester Memorandum unterschrieben. Für das Versprechen von Sicherheit hat die Ukraine vollständig auf ihre Atomwaffen verzichtet. Dieses Papier dient heute als Mahnung. Deshalb drängt das Land in Verhandlungen jetzt auf echte Sicherheitsgarantien.
„Die Ukraine wird nun ihre 1700 noch aus sowjetischer Zeit stammenden Atomsprengköpfe an Russland übergeben. Sie handelte sich dafür Sicherheitsgarantien ein, sagt man. Trotzdem werden die Ukrainer gut daran tun, wachsam zu bleiben.“ Bericht in den Tagesthemen vom 5. Dezember 1994.
