This is exactly how we should do it.
It occurs to me that the only way the US would ever be able to legislate gun control would be to mandate at a federal level that anyone who owned a gun carried liability insurance of a certain level for anything that happened with the gun

Case in point I haven’t saved much for retirement in my 50s because I stayed part time when my parents were declining, then had a special needs kid but special needs childcare isn’t real, and my schizophrenic nephew keeps being denied disability and is out of money.
