It's not a woman. It's a stylized armored breastplate called a cuirass w/ a raised pectoral shape. Artists often exaggerated shapes for ornamentation. There is no other detail in there to suggest Balthazar is a woman. Headgear and earrings on males was normal. He's younger than the other magi.
Okay serious question for art historian types: Is that Balthazar as an armoured warrior queen?
