Jose is a friend and fellow advocate, but even if he wasn't I would still fight for his right to live independently in his community, work, and raise his family. Governor Hochul wants to pawn off a model designed by the Disabled community to a Single Out-of-State For-Profit.

Header: NY's Consumer Directed Personal Assistance Program (CDPAP) empowers New Yorkers to self-direct their home health care. CDPAP is supported by Fiscal Intermediaries: community-based champions of home health care, with deep roots in the state's communities. The Program supports the state's growing population of older adults by providing long-term care assistance needed to age in place as well as supporting individuals with disabilities. A yellow line divides the page. The lower section says: The Consumer Directed Personal Assistance Program (CDPAP) empowers New Yorkers to self-direct their home health care needs. CDPAP Personal Assistants support patients with activities of daily living (ADLs), personal hygiene, and light housekeeping. Unlike traditional home health aides, CDPAP personal assistants can administer medication, use medical equipment, and provide wound care. Many aides are trusted relatives or friends. CDPAP Personal Assistants can be anyone aged 21 and over who is not a spouse of the patient. Fiscal intermediaries (FIs) support administrative duties on behalf of consumers and care providers. The top half is divided into 2 columns, Providers and Recipients. Column 1: Providers Home health aides are disproportionately older women of color compared to the statewide workforce. - 81% of home health aides are women, compared to 51% of workers statewide. - 51% of home health aides are aged 55 or older, compared to 40% of workers statewide. - 70% of home health aides are People of Color, compared to 44% of workers statewide. Column 2, Recipients Care recipients across the state are often older New Yorkers, a group that has grown significantly in the last decade. - 4.3M Aged 65+ (2034) projected signified by a dotted line pointing to growth between three numbers. - 3.7M Aged 65+ (2024) - 2.9M Aged 65+ (2014) A yellow line separates the page. The bottom half reads: In Massachusetts and Pennsylvania, consolidating from multiple to one statewide Fiscal Intermediary caused: • Disruption to care • Disruption to provider pay, and • No cost savings to the State. In 2012, Pennsylvania consolidated from 36 fiscal intermediaries to 1 : Public Partnerships, LLC. Administrative challenges during the transition resulted in disruptions to care and provider pay. Column 2 under an image of money in an envelope it says: Disruption to Provider Pay Caregivers went weeks without pay, some for over two pay cycles. Others were overpaid, with wage overpayments exceeding $475,000 to select providers in 2013. In 2022, Massachusetts consolidated from 3 fiscal intermediaries to 1: Tempus Unlimited. Column 1 under this text is under an image of Massachusetts Disruption to Care Tempus received 32,000 support calls in the first week. Column 2 is under an image of, presumably, a paycheck. Disruption to Provider Pay FI missed 10% of paychecks during the transition, forcing the state to publicly direct the FI to pay 4,000 workers who missed at least two paychecks. People seem to be under the impression that not giving a platform to hate speech is the same as being against free speech. Not giving a platform to hate speech is about saying when your free speech is violent and harmful there are consequences.
