In the early 1990s HIV/AIDS was devastating many African countries. In Kenya, by 1997 we had a 10% prevalence rate mean b that one in every 10 Kenyans was HIV positive, and we weren’t even the worst off. Botswana at its peak had a prevalence rate of 25%. It was a terrifying time to come of age.
Many people don't even know about PEPFAR, but without any hyperbole whatsoever it is the single most successful, impactful and high-dividend US foreign policy initiative certainly in my lifetime and arguably ever, with the possible exception of the Marshall Plan.
