[Screams into pillow] Trump has publicly announced that he intends to operate the government at shutdown levels whether there's a shutdown or not.
The DOGE aspects of this EO are rightfully getting a lot of attention, but I'd focus more on this: they are planning to RIF as many gov't employees as possible. They want to reduce the government to just the "essential" workers who would still work during a shutdown.

This would wreck the economy.
