If we, as Americans, are truly free in this country, and thus should have the option to get any kind of healthcare we wish, or to deny said healthcare, why is it that the federal government can step in and deny coverage to less than 2% population? That 2% being trans people?

So, I’ve lived in Minnesota all my life. But I was born in North Dakota. Why is it that a state I’ve never lived in, only born there, gets to decide the criteria for amending my birth certificate? Can anyone help me with that?
