US troops in Europe (incl Greenland) have been seen as essential to security for so long, but having military bases of a country unrestrained by international law - or even its own constitution - in your territory will start to be seen as a potential national security threat
After this, the EU should absolutely proceed on the assumption that Trump meant what he said about Greenland. Nothing is off the table anymore.

It is worth noting however that the legal and political frameworks that are the final barriers that Trump is struggling to overcome are a product of the US constitutional order.

Arguably in a world without a written constitution Trump's consolidation of power would have been much faster

There's a genre of British political commentary that comes across to an outsider as profound uncertainty over their country's actual existence.
