Very much reads like they are significantly reducing the influence of peer review on scientific funding, which under the current regime opens the way for more politicized funding instead.

They don’t need to worry too much if they don’t get all of their states to gerrymander because they already have the backup plan to just refuse to leave the White House. These are Plan A and Plan B and either option is fine with them.
