I’ve been mulling this exact question. (And my lawyer training is telling me that when contract/statute/charter drafters think “ah, that’ll never happen,” it means that’s the important scenario to draft protections for.)
I’m not an NYC land-use politics guy, so question abt the NYC charter revisions for those who are:

Will these effectively disempower NIMBYs, or should I think abt these like I currently think abt Congressional delegation: fine w a moderately-normal mayor, but potentially disastrous w an extremist?

Most NYers vote the Dem candidate except for the 5 elections (1993-2009) when NYC elected the mayoral candidate on the R line. Not that Sliwa has a chance in general, but we should expect NYers to take the choice among Cuomo, Mamdani and Adams seriously.
So we are probably looking at a 4-way race:

Democratic nominee
Andrew Cuomo (if he loses) or WFP nominee (if Cuomo wins)
Curtis Sliwa
Eric Adams

But whoever wins the Democratic nomination will be the favorite in the general, because most New Yorkers are Democrats & vote for the Dem candidate.
