Yes. I would expect lawsuits immediately. There are clear rules for RIFs, and this seemingly violates all of them.

Thank a federal worker, though - a good chunk of them are working without pay, even more of them are wondering if they’ll have to fight to even HAVE a job. Morale sucks right now.

Even if you support massive deportation operations, under no circumstances should ANYONE be ok with US citizens being forcibly removed from their homes and detained without explanation.
