Perfect efficiency is not the point of the government. The point is to provide services that improve people’s lives. Gov funded grocery stores are a utility like power, water, gas, trash. Do you prefer the way private companies run utilities like wifi and cell service?
No profit motive means you may or may not care about reducing costs. If we're talking about a situation where the government writes a blank check, there is almost no incentive to be efficient/keep costs low.
