I'd say ~0 of the people who would behave like that would draw the line at unambiguous bullying. So maybe the behavior as described falls short in and of itself, but I'm not willing to totally dismiss the idea that it's in the same general area, at least

It's slightly worse than … that word for "cheap" that sounds like a slur, because it actually is a slur. But in both cases the person is fully aware they could use a different word, and knows why they should, and the signalling of using the word is intentional
