The Russian government does not prioritize the safety of its own citizens or others. It uses its citizens by the hundreds of thousands as cannon fodder in the war against Ukraine. They could not care less about human lives. This is a savage and dangerous country.

We are seeing an evolution in real time in their views of how govt works, now that they have to do something about it. But it is still half-assed. There is fraud in Medicare, mostly on the provider side, but going after "fraud" in Social Security and Medicaid is an excuse for administrative burdens.
