—President must notify Congress on new tariffs within 48 hours of imposition.

—Congress must approve them within 60 days or they expire.

To understand why Democrats are angry with Chuck Schumer's leadership, he voted for cloture. Cloture shuts off debate. It requires more than a majority. At a time when most Democrats want to scream, Chuck held one side of the duct tape.

Whether Judge Boasberg was correct on the law is largely irrelevant to whether the government is in contempt for willfully disobeying it. If the Trump administration knew there was an order from a federal judge and then willfully violated it, that is the end of the analysis.
