It's a procurement document, written to the specifications of the purchase they have already decided they want to make. IMO, buying F35's would be a *huge* mistake, because the US could pull the plug on parts and support any damn time they want, and the current administration has shown they would.

My high level issue with the constant bitching about Carney’s past jobs, assets etc comes down to the fact that it will discourage anyone who has had a successful career from entering politics.
It’s not a scandal because you had a good job and did it well.
