Whenever law enforcement agents are given a quota of a specific number of people to arrest or detain, especially with the WH policy director screaming at their superiors to hit those target numbers, bad things are going to happen. Quotas always result in civil rights violations.

Reminder: Mayor Ras Baraka helped thwart one of the earliest ICE raids in New Jersey after the election. They did not have a warrant. He made them leave. I am sure he’s on Trump’s target list, but then again, who isn’t.
