If this is the exchange it is an extremely stupid exchange because the United States absolutely does have leverage in the Ukraine conflict and can make Putin's war miserable, whereas Putin has zero ability to stop the United States from annexing Venezuela if we were stupid enough to do so.
During Fiona Hill's testimony to Congress on Oct 14, 2019, she described how Trump and Putin discussed exchanging Ukraine for Venezuela. The quid pro quo was if Trump refuses to help Ukraine fight off a Russian invasion, Putin would not help Venezuela (a Russian ally) resist a US takeover.

Trump isn’t predictable or consistent, but this particular action *would* be consistent with the emergence of a G2+1 order where Washington and Beijing, with Moscow as a junior partner, give each other free rein in their purported spheres of influence.
This will go down well in Moscow and Beijing. Goodbye, international order.

So that's c. $6m worth of missiles fired at approximately nothing.

Or we could have spent that money on something like 2,000 basic, dumb-as-bricks 155mm shells (~$3k a piece) which the Ukrainians would have used to kill Russian invaders and preserve their freedom.
