The warheads could only be armed by the KGB in Moscow. They had Soviet PALs on them. And the Memorandum was non-binding. Other than that I agree.
Remarkably, Ukraine had Soviet nuclear weapons after the fall of the Soviet Union - and then voluntarily surrendered them in 1994 in return for security assurances from Russia and the United States.
