Hunter Biden can refuse to accept his father’s Presidential Pardon. The US Constitution appears to require both delivery and *acceptance* of a Presidential Pardon see Burdick v. United States, 236 U.S. 79, 94 (1915). Refusal would soften a bad precedent and provide political capital to both parties
