I suggest the Norwegian government tell Donald that we want to buy Minnesota. There is, or at least used to be, a lot of Norwegian speaking inhabitants, we share the same democratic and social values, and we are both supporters of free speech and representative democracy.

It's as simple as this. Countries join NATO freely because they want protection against Russia. Russia is against this because it becomes more difficult to attack these countries.
NATO doesn't "expand" by forcing new members to join. NATO gets larger because new member freely join the alliance.
