<p>The absence of testing equipment due to the Israeli blockade and the destruction of laboratories in Gaza has made the identification process difficult. </p>

<p>Most of the bodies showed signs of torture, Palestinian news agency Wafa reported.</p>
<p>The ministry decided to bury the bodies of 38 Palestinians who were being held by Israel in the Cemetery for the Unknown after it "became impossible to identify them". </p>
