This can be achieved with:

✅ Parking controls
✅ LTNs
✅ Road User Pricing
✅ Pedestrianisation
✅ Default 20mph roads
✅ Improved public transport

Before (2008) / After (2025) the road tunnel under Place de l'Étoile was turned into a tunnel for cyclists. The tunnel was closed in 2015 because of accidents caused by the low ceiling, and reopened for bicycles in 2020. The blocks preventing cars from entering are very heavy benches.

Jean Findlay, Air Raid Precautions District Warden, the only woman A.R.P. district warden in England during WWII. She was in charge of 800 A.R.P. wardens (people who check to make sure no lights are visible during blackout).
