When I buy phosphate fertilizer, it has $120 a ton tariff in the cost. The retailer I bought it from paid it too. The wholesaler they bought through paid it. Whoever imported it paid it, the cost just kept getting passed down. Who gets the money if it's refunded? Same with any product.
