W 1994 roku Ukraina, pod presją międzynarodową, oddała arsenał nuklearny w zamian za gwarancje bezpieczeństwa. W Memorandum budapesztańskim Rosja, USA i Wielka Brytania zobowiązały się, że nigdy nie użyją broni przeciwko Ukrainie (z wyjątkiem samoobrony).
