This tactic has been used by the GOP for years!! We were holding the line and the Dems in power let us down.
The supposed reasoning for The Big Cave by the Dems is that there were several Dem Senators like Ossoff that were going to vote YES and would then lose their seats. To avoid losing seats Schumer got retiring senators and those not up for election, Senators that wouldn't be hurt, to vote yes instead.

In California we know we need leaders that fight. Don’t believe what you hear about how “we’re not tough enough”. Newsom is a fighter. We are waiting for others to join.

We must all commit to this. It is obvious our leadership will not hold the line. So we must. The next step is primaries and hopefully the emergence of leaders who will worry less about book deals and more about their constituents.

I’m going with 2. Schumer must go from leadership and his seat.
One of two things is true:
1. Chuck Schumer genuinely felt this is a bad deal, so he voted against it, but he couldn't keep Senate Dems in line because he's a lackluster leader.
OR
2. Chuck Schumer orchestrated the shutdown deal w/ retiring Dems because he's a bad strategist and got rattled.
