I do think we should be careful about discussions of record-breaking in Congress. Qualify "in recent history" or "since World War II" if you must, but a lot of shit has indeed happened in the past 250 years.
A seat has been entirely vacant for a Congress before. In the 31st Congress, the MA 4th District sat vacant despite 12(!) runoffs because no candidate managed to achieve a majority.
