To be fair, building infrastructure in Mediterranean countries can be extremely difficult. Just ask a Roman about their subway system. They only have 2 lines and an incomplete one. Because every time they start digging, they stumble into another ancient site and have to stop for the archaeologists.

I think we actually live in a time where the things Liberalism provides have been taking for granted. Separation of Powers, Freedom of Speech, Independent Judiciary, Freedom of Conscience, and on and on... these are all things the Liberal state provides. And which we took for granted and now lose.
It boils down to this.
Liberals and the ideologies that associate with them aren't arrogant enough to try and make a "Perfect" world like the others.
They will try and get close but accept it's a pipe dream.
The others want their "utopia".
And will kill millions for it.

Yes. Especially in Britain and France. The first world war severely traumatised much of the public and everyone feared the prospect of another war. Ironically, the policies it inspired, that were intended to prevent another war, paved the road into the next war.
