Good governance isn't sexy, its doing the basics right, picking the stuff that works. Good systems for administration, good research and development, simple implementation processes, asking the people who know/are affected what could be done, its not hard. Its just hard to tell governments.

Bicycles do not require numberplates in Switzerland, even most e-bikes and cargo e-bikes don't
However, if your e-bike can go faster than 25km/h it is classed the same as a moped and must have a license plate...
