Councils should start indicating that the putting up flags on public infrastructure on public residential streets, including lampposts requires permit approval from the council and approval of those resident on the street and directly opposite lampposts.

Not doing so, should be made an offence...

He is not impartial or neutral. The government should remove him from the Board immediately to protect the BBC's independence.
