Virgin Islands Delegate Stacey Plaskett rises to forcefully speak for the 4 million citizens in Guam, the Marianna Islands, Puerto Rico & DC who have no voice in selecting a speaker & mostly can't vote for POTUS. She points out they include the highest concentration of military voters.
