2/ If you notify foreign students can either leave of their own accord or at least in theory challenge the revocations. Non-notification allows plain clothes arrests on the streets. Clearly the only rationale for the non-notification is to spread the penumbra of terror far and wide.

It's not discussed in all the stories. But a key feature of the revocation of student visas is that there's no notification. This has forced universities to do regular online reviews of current visas to see which have disappeared since the previous query. The lack of notification is by design.

I live in a rural red district in WA state&we have protest each Sat for 1 hour in our little town. We have had over 200 people showing up. Those 1 hour gatherings include organizing, making connections...In other towns in district, people are gathering.The organizing is taking place beyond protests.
