Yup. Fraud underfunds the board creating the impossible task of running it underfunded. Then, takes it over claiming mismanagement.
There ARE elements of facilities mismanagement that MUST be reigned in definitely (wasted spending).
However, the majority of problems are caused by Ford-PC cuts.
