You could see it as a 1:1 relationship. Republicans clawed back 25% of the IRS funding in the the first showdown after Inflation Reduction Act passage. That could be the baseline: 25% of the ICE surge funding from OBBBA.
Congressional Republicans gave Trump a slush fund for ICE and CBP in the "Big Beautiful Bill." Tens of billions of dollars that is still usable even during a shutdown.

Democrats must make rescinding that money the price of any future govt funding, as Republicans did with IRS money from the IRA.

Never Again apparently means something different than what I thought it meant.
The US Holocaust Museum being more outraged by Tim Walz saying that, like Anne Frank, children today are in hiding from armed agents of the state, than they are about the fact that children are in hiding from armed agents of the state, is why Holocaust remembrance culture is in crisis.

In 2022 we gave the IRS $80 bn. When Rs took the House they made rescinding that $$ the price of funding the govt. In each funding bill enacted since, large chunks of that were pared back

Ds should do that for the ICE money from OBBBA. Paring back that $$ must be a prerequisite for funding the govt
