I do wonder if part of the motive for DHS agents agents leaving the scene immediately after something like this happens is so they can try to claim that any evidence damning to them from the crime scene is contaminated and can't be trusted.

It appears that ICE Agents knew he might have a firearm ( maybe from their secret database) disarmed first, let him get partly up, then shot him, backed off and continued shooting even though he was incapacitated and no longer a threat. This was MURDER!

How many more people does ICE have to murder on camera before you get that there is nothing to salvage here? There is no meaningful difference between the way the Central American death squads of the 1980s operated and the way ICE is operating right now—except white American victims.
It's simple: the DHS bill isn't going to pass if its lawlessness isn't reined in.
Democrats sought common sense reforms in the Department of Homeland Security spending bill, but because of Republicans’ refusal to stand up to President Trump, the DHS bill is woefully inadequate to rein in the abuses of ICE. I will vote no.
