You can call all forms of social organization "governance" if you want, it's not going to change them into a State. As Engels said, you can have a highly-organized society without a state, and changing the words doesn't change the thing itself.
social organization based on voluntary cooperation and free association is still a form of governance. People are not going to live in a structureless society by choice. It is completely inefficient and deadly.

Reformist opinion: we should get rid of large territorial subdivisions as forms of government. No more states, provinces, etc. They're outdated. Everything should be county/municipal level.
