The article mentions -1C in Penrith but -7C in Scotland.

Scotland generates huge amount of energy, much of it funnelled to England. Energy costs in Scotland, the generator, are close to highest in Europe as are grid connection charges.

So imagine how bad it is to heat -7 at extortionate costs
