It’s not illegal to dine with Jeffrey Dahmer. (I chewed the entree, but didn’t swallow.) There’s nothing untoward about getting tax advice from Al Capone. You can’t charge a person for being a pen pal of Ted Kaczynski. There’s nothing illegal about trying on boots with Benito Mussolini.
